S. Africa Deploys Military to Streets
U.S. Embassy Warns Americans to Lay Low

July 17, 2021
On July 13, the following related Flash SMS
message was sent to AlertsUSA subscriber mobile devices:

7/13 - US Embassy S. Africa issues security alert warning of unrest and violence in Durban, Pietermaritzburg, Johannesburg & Pretoria. Urges low profile. See email.

What You Need To Know

On Tuesday, AlertsUSA subscribers were notified of a security alert issued by the U.S. Embassy in Pretoria, South Africa warning of civil unrest and violence across Durban, Pietermaritzburg, Johannesburg & Pretoria.

The violence and looting was triggered by the arrest and jailing of former South African President Jacob Zuma earlier this month. South Africa's Constitutional Court on June 29 found Zuma in contempt for violating its order to appear before a judicial panel that’s investigating allegations of corruption during his nine-years in office.

Most of the rioting and looting has been concentrated in Mr. Zuma’s home province of KwaZulu-Natal and Gauteng, where South Africa’s economic capital Johannesburg and political capital Pretoria are located. Mobs have targeted more than 800 shops, malls, factories and warehouses, many of them in impoverished townships, where residents have been hit hard by three brutal waves of COVID-19 infections and government-imposed lockdowns.

In response to the unrest, on Wednesday, S. Africa's Defense Minister told parliament she had submitted a request for approximately 25,000 troops, which is one of the largest deployments of soldiers since the end of white minority rule. On Thursday, thousands of South African troops began taking up positions across the impacted areas to help quell the violence and bring an end to looting. As of Friday evening, at least 117 people have been killed in the unrest.

The deployment of the military comes after President Cyril Ramaphosa told political leaders that parts of the country "may soon be running short of basic provisions" following disruption to supply chains.

The State Department estimates there are more than 100,000 Americans currently in S. Africa for business, school and leisure travel.

The U.S. Embassy is urging American citizens in country to avoid all non-essential movement within affected areas and to maintain a low profile.

AlertsUSA continues to monitor the domestic and international threat environment around the clock and will immediately notify service subscribers, via SMS messages to their mobile devices, of new alerts, warnings and advisories or any developments which signal a change the overall threat picture for American citizens as events warrant.

"I want to thank you for your service last night. I work weird hours at the Minneapolis Airport and left work at 11p last night. I heard sirens and decided to check my phone. You had texted at 10:58p about the riots. Knowing that I can trust AlertUSA's reporting, I made the decision to call my manager to inform him of your alert. We had many employees leaving for home and he thanked me for calling. Thank you once again for your service to our Country and the world."

Coronavirus Update

July 17, 2021
What You Need To Know

According to data provided by the Johns Hopkins Coronavirus Resource Center, as of Friday evening there have been more than 608,000 total deaths in the U.S. attributed to the SARS-CoV-2 virus.

According to data provided by the HHS / CDC / ASPR Community Profile Report, total new deaths in the U.S. over the last 7 days were up to 1,478, which is a increase of more than 26% from the previous 7 day period.

The CDC still requires all air passengers entering the United States (including U.S. citizens and Legal Permanent Residents) to present a negative COVID-19 test, taken within three calendar days of departure, or proof of recovery from the virus within the last 90 days.

The CDC still requires the wearing of face masks while on conveyances and at transportation hubs.

The Department of Homeland Security has extended the restrictions on non-essential cross-border LAND travel with Canada and Mexico through July 21.

CANADA

In Canada, active case numbers have been holding steady across the country, with most cases now found in Ontario and Quebec. Similar to the U.S., Canada maintains restrictions barring all nonessential trips between Canada and the United States, including tourism, until at least July 21.

On Thursday of this week, Prime Minister Justin Trudeau said Canada could start allowing fully vaccinated Americans back into the country as of mid-August for non-essential travel. He said Canada should be in a position to welcome fully vaccinated travelers from all countries by early September.

LATIN AMERICA

In Latin America and the Caribbean, Brazil continues to lead the world in the daily average number of new infections and deaths reported, accounting for one in every 6 deaths reported worldwide each day. Countries in the region reporting the most deaths from the virus are Brazil, Columbia, Argentina, Mexico and Peru.

EUROPE

While many EU nations have reopened for business and are accepting travelers from the U.S., the continent is a patchwork of different rules and regulations. As an example, on Friday of this week, the government of Greece announced new restrictions limiting service at indoor restaurants, bars and cafes to only those who are fully vaccinated against COVID-19. Also this week, the European Center For Disease Prevention has now put the Netherlands, Spain, Portugal, Luxembourg, Cyprus and parts of Greece and Denmark in the list of code red (high-risk) countries due to the high number of coronavirus infections.

Cyber Risk Across the U.S. Nuclear Enterprise

As the United States embarks on an effort to modernize many elements of its nuclear enterprise, it needs to consider how dependencies on modern information technologies could lead to cyber-induced failures of nuclear deterrence or to nuclear war. The Biden administration has an opportunity to address issues of cyber risk across the entire nuclear enterprise in ways that previous administrations have not.
