Ramadan 2025 Kicks Off to a Violent Start

March 8, 2025

What You Need To Know

With the start of Ramadan on February 28th, hundreds of millions of observant Muslims around the world began a month of introspection, worship, and service, along with fasting each day from dawn to dusk. But the Muslim holy month of Ramadan also has a darker side, that being traditionally it is a time for war. History books are rich with accounts of Muslim armies waging war during Ramadan, and modern times are no different. Since 9/11, the number of terror attacks around the globe has surged most years during this period.

As of the time of this report's preparations Friday evening, the first seven days of Ramadan claimed 74 lives in 24 attacks across seven predominantly Muslim nations, as well as Israel.

Additionally, transnational terrorist organizations such as the Islamic State, Al Qaeda, and their supporters, have also ramped up their production of online propaganda calling on lone wolves to strike Christians and Jews. Earlier this week, one day after the attack in Mannheim, the Islamic State's Al Said media group published a poster in English and German chiding Germany for their inability to prevent attacks.

Readers are cautioned that if history serves as an indicator of possible future events, the next 21 days constitute a high-risk period for a surge of attacks. While most are likely to take place in countries like Syria, Israel, and Pakistan, caution and vigilance are urged in all Western nations while in crowded public venues and tourist destinations.

Thinking Through Protracted War with China

As ample wargaming and analysis have shown, any war with China would be economically and strategically costly, as well as fraught with the risk of escalation to nuclear war. In addition, any U.S.-China military conflict could very likely last longer than envisioned by traditional force planning scenarios, which often are designed around relatively limited objectives and call for U.S. forces and capabilities that could bring a war to a quick, decisive conclusion.

GAO Report on Naval Shipbuilding, Ship Repair

The U.S. Navy is engaged in an era of strategic competition with near peer adversary nations that are rapidly modernizing and expanding the size of their naval forces, according to the Department of Defense (DOD).The Navy is concerned that these nations’ maritime ambitions threaten its dominance at sea, and thereby U.S. national security interests. In the face of this threat, the Chief of Naval Operations Navigation Plan for America’s Warfighting Navy 2024 from September 2024 calls for action to develop a larger, more lethal, and ready fleet.1 The Navy’s performance in both shipbuilding and ship repair is critical to achieving the desired future fleet, but our recent work has shown that the Navy continues to fall short of its goals in these areas.

Military Factors of a European Mission in Ukraine

France and the United Kingdom have proposed military options to maintain the peace and uphold stability for post-conflict Ukraine. However, the significant challenges in building a force capable of deterring Russia means that major doubts persist over Europe’s ability to undertake such a mission without direct US support.
